Content of Course:
Training for chemical disposal and packaging was not provided by OSCE directly. Rather the OSCE was involved in the "delivery of expertise": training done by an external contractor that was given the tender for the project. The contractor assessed the abilities of the special company within the MoD dealing with chemical disposal. The employees were then trained them in order be able to package the chemicals under the supervision of the contractor. The Chemicals were exported out of the country for disposal.

NSPA does not really run training courses - it is are a project management and logistics agency that employs already qualified and experienced staff. At times, however, it does arrange such training for students in various countries where we have particular projects but this is carried out through contractors not as NSPA courses. Examples include: The establishment of a trust Fund to assist Albania with its ammunition disposal programme . Here no formal training course was provided, but NSPA project management brings a degree of training, technical expertise, and oversight.

Content of Course:
The OSCE does not provide training but support and logistics in advancing the goals of the project, which are to upgrade the security infrastructure at the four sites in order to prevent theft or explosions. The OSCE, in cooperation with its partners, also want to create and agree on PSSM standards for BiH.
The EXPLODE project focuses on upgrading security infrastructure at four ammunition and weapons sites
1. Kula 1, near Mrkonjic Grad
2. Krupa, near Pazaric
3. Teufik Buza, in Visoko
4. Rabic, near Derventa
The project is implemented in collaboration with MoD BiH and EUFOR. The project is divided into three main phases between 2013-2015. Phase I: Partial replacement of exterior and interior fencing, installation of vehicle beam barriers, replacement of gates and the installation of consistent signs at all four ammunition and weapons storage sites. Phase II: Installation of an intruder detection system and external lighting at the ammunition storage site "Krupa". Phase III: Installation of intruder detection systems at the weapons storage sites "Teufik Buza" and "Rabic" and at the ammunition storage site "Kula 1".
Application Procedure: In Dec. 2010 BiH requested the assistance of the OSCE Mission to BiH to improve the security and physical condition of the Armed forces BiH storage sites. June 2011 OSCE visited all the sites (7) and suggested that 4 of them be upgraded with OSCE's support.

Content of Course:
Project EXPLODE is a follow up to the Small Arms Control and Reduction project carried out by UNDP between 2005-2012. As uncontrolled explosions can cause the displacement of people living near ammunition depots and can have devastating safety and development implications for the local population and, indeed, may result in a humanitarian crisis, it is crucially important to prevent the uncontrolled explosion of old and unstable ammunition. The current project is therefore designed to support the efforts of the Ministry of Defence of Bosnia and Herzegovina by providing training to MoD personnel in the latest and safest ammunition destruction methods.
The project is implemented in partnership with the Organization for Security and Co-operation in Europe. Project EXPLODE activities include:
* Destroying high hazardous ammunition and complex weapon systems;
* Supporting the Armed Forces of Bosnia and Herzegovina in reducing military ammunition stockpiles to manageable quantities;
* Conducting training for senior military officers;
* Certifying ammunition specialists for ammunition inspection and demilitarisation; and
* Implementing construction engineering projects to improve the safety and storage conditions of military weapons and ammunition storage depots.
